Job Summary:

Raytheon seeks a Development Program Manager (PM) to lead Tomahawk Maritime Strike (MST). Reporting to the Tomahawk Development Director, the MST PM will manage the cost, schedule and technical execution of a complex development effort targeted at qualify and fielding the Tomahawk Blk Va configuration.

The MST PM will be responsible for leading the team that develops and qualifies the first seeker in the history of the Tomahawk program. A critical operational need for US Navy has established a firm target for an early operational capability fielding, and both development completion and low-rate production deliveries need to execute to an aggressive schedule to support. Based on this priority, this is a high visibility position with execution progress being reviewed with the PEO U&W RADM monthly. The MST PM will lead the completion of the engineering development effort, qualification testing and flight testing which supports the concurrent low-rate production of MST seeker suites in preparation for missile builds.

This position requires proficiency in leading strong program IPT leads, cross functional teams, managing a high visibility program, driving communication of project goals/objectives/decisions and results to team, customers, and leadership.

This role offers a unique opportunity to be a key leader in an effort to answer an unprecedented resurgence in demand for one of the most recognizable franchise programs at Raytheon and one of the most successfully combat proven weapon systems ever. An optimal candidate will have experience in team building, building customer relationships, program recovery and possess a startup mindset that brings the energy to drive change.

This is a hybrid position that will require the selected individual to be on onsite in Tucson, Arizona at the Rita Rd facility at least 2-3 days a week.

Responsibilities to Anticipate:

+ Accountability for profit and loss, AOP and financial metrics for the MST program

+ Leading a clear program execution methodology that provides clarity and visibility into execution status

+ Driving the expectation of maintaining a positive team dynamic and the development of leaders within the development team

+ Managing priority decisions that balance risk, execution deadlines and profitability

+ Collaborating with LRP PM on the production seeker builds and the recertification PM on missile level builds

+ Building and maintaining collaborative relationships with the Tomahawk Development Team customer counterparts

+ Supporting proposal activities for follow-on work and establishing investment strategies

+ Ability to travel domestically as needed

Basic Qualifications:

+ A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years’ experience

+ Prior experience with profit and loss of DoD contracts

+ Prior program management or recent functional leadership experience.

+ Experience in managing, tracking, and reporting metrics and progress through EAC reviews and periodic management reviews with internal and customer leadership

+ Prior people leader/management experience

+ Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

+ PM Level 4 Certified or ability to achieve certification within 1 year

+ Prior leadership experience that includes the oversight of development activities

+ Experience with Ultra based Raytheon products and/or Tomahawk missile development efforts

+ Prior experience on weapons development programs

+ Execution experience leading a team of program managers

+ Strong proficiency in partnering with matrixed organizations

+ Proven track record of customer relationship building

+ Strong understanding of Earned Value Management

+ Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

+ Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.

+ Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed .

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
