Northrop Grumman Defense Systems is seeking a **Program Control Analyst 2/3 (PCA)** to join our team of qualified, diverse individuals. This individual will serve as a PCA supporting the international contracts. This position will be located in **Sierra Vista, Arizona or Huntsville, Alabama** , and will report to the Program Control Manager.

**Roles and Responsibilities include, but are not limited to, the following:**

+ Performs analyses and prepares reports to ensure program contracts are within negotiated, agreed-upon parameters, government cost control guidelines, and accounting guidelines.

+ Performs analyses and prepares program financial reports for internal and external customers relative to program cost incurrence, material tracking, and labor spending.

+ Identifies and mitigates program cost and schedule risk.

+ Coordinates and prepares program financial forecasting and reporting, the Annual Operating Plan (AOP), and the Labor Resource Plan

+ Facilitates, monitors, and forecasts program financing mechanisms including Accounts Receivable, Advanced Payments, and Performance Based Payments

+ Supports program audits, reviews, and fact-finding as requested by program customers, audit agencies, and company management.

+ Supports program cost estimate development, customer proposals, and negotiation.

+ Performs Earned Value Management (EVM) tasks including developing the Work Breakdown Structure (WBS) and performance measurement baseline (PMB), monitoring and analyzing the Estimate to Complete (ETC), Estimate at Complete (EAC), significant variances, risk management reserve (MR), and financial reserve (FR), and preparing of internal and external status reports.

+ Work cooperatively with the business, functional, and technical staff to address internal and external customer requests.

+ International business and/or contracts experience desired.

**Basic Qualifications:**

**Program Control Analyst (Level 2):**

+ Must have 6 years of related experience in lieu of degree. Bachelor’s degree with 2 years of related experience - OR - a Master's degree with 0 years of related experience.

+ Proficient in SAP and COBRA

+ Earned Value Management Systems (EVMS) experience.

+ Strong PC skills and proficient knowledge with Microsoft Office Suite, including MS Excel.

+ Understanding of the proposal process

+ Demonstrated ability to work in a team environment with technical subject matter experts and business operations personnel.

+ Ability to obtain a DoD Secret level security clearance. US Citizenship is a prerequisite.

+ Ability to travel periodically up 10%.

**Principal Program Control Analyst (Level 3):**

+ Must have 9 years of related experience in lieu of degree. Bachelor’s degree with 5 years of related experience - OR - a Master's degree with 3 years of related experience.

+ Proficient in SAP and COBRA

+ Earned Value Management Systems (EVMS) experience.

+ Strong PC skills and proficient knowledge with Microsoft Office Suite, including MS Excel.

+ Understanding of the proposal process

+ Demonstrated ability to work in a team environment with technical subject matter experts and business operations personnel.

+ Ability to obtain a DoD Secret level security clearance. US Citizenship is a prerequisite.

+ Ability to travel periodically up 10%.

**Preferred Qualifications:**

+ Active DoD security clearance. US Citizenship is a prerequisite.

+ Experience in exchange rates, labor laws, long term assignments along with knowledge of CAS and FAR

**Salary Range:** $62,200 - $103,200

**Salary Range 2:** $76,600 - $127,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
